Implement a new `NetlinkDeviceManager` component that provides an API for managing Linux network devices (bridges, VXLANs, VLANs). This abstracts netlink operations behind a simple interface and handles dependency resolution via netlink event subscriptions.

This will be used by the EVPN Node Controller to create/manage Linux network devices.
Eventually it might replace VRFManager (entirely or part of it).
