Once the [Feature:Unidle] tests are running with the OTE framework, identify and remove any duplicate tests that were previously ported to origin.

Example: The test "when CR is deleted, should delete all managed NAD in each target namespace" exists in both ovn-kubernetes upstream (running via OTE) and origin (duplicate). The origin version should be removed once OTE is running it.
