The initial OTE work has enabled a subset of the NetworkSegmentation tests from upstream to run in downstream e2e jobs in the jobs that run the openshift-tests conformance suite.

During the initial implementation, specific test cases were disabled individually. Some have comments explaining why, others do not. Some tests may need additional work or adjustments to run in OpenShift (as opposed to KIND environments where they were originally developed), while others may not be implementable downstream.

This card is to review each disabled test case and either:
1. Enable the test if possible with necessary fixes/adjustments
2. Document with a clear comment in rules.go why it must remain disabled

All disabled tests should have clear explanations for their status.
