OCP-68920 CI failure: investigate why there is no log message in ovnkube-pod after service route is recovered

      OCP-68920 failed in CI, the symptom is:
      kubernetes service route is recovered after it is cleared, it does show up in nodes, so functionally it works.   However, there is no expected logging message in ovnkube-pod.
      Please investigate it and log a bug if it is important to have pod log.
