Generally CUDNs with EVPN configuration will be setup as advertised no-overlay networks in OVN. There is a dependency towards the no-overlay story that adds support to this, and EVPN depends on it to just add EVPN configured networks as an additional case where the network are configured in such way.

Additionally, a LSP with unknown addresses needs to be added to the LS of L2 CUDNs configured with EVPN.
