The main task is translate the configuration to NetConf and from there, to NetInfo so that it can be used by downstream controllers.

Adequate validation and status reporting should be considered. VTEP status could be validated.

We need to allocate a VID per CUDN and VTEP and translate that down to the NetConf/NeteInfo.

This depends on VTEP API work but an initial approach would be to assume the node IP to be acting as VTEP.
