      Epic Goal

      Changes similar to what has been implemented here for SRIOV-CNI: https://github.com/openshift/sriov-cni/commit/d4a57c1a188d8808ade1d8bbafd8a3ab0fb88e2e should be done for IP VLAN.

      QE should test on OpenShift 4.16+. 

      Why is this important?

      When we use IPv4 for ipvlan interfaces, we see that a gratuitous ARP is sent when the pod starts up. However, if we use IPv6 on ipvlan interfaces, we do not see an unsolicited Neighbor Advertisement.

      Cu deletes and recreate pods all the time, and IP addresses are reused, so we need the pods to send an unsolicited Neighbor Advertisement on startup.

        2. The guidance here is that unless it is very clear that your epic doesn’t have any managed services impact, default to use the Discussion Needed checkbox to facilitate that conversation.
