We have no coverage on the localnet feature.

We will need to add it, to ensure the localnet features are not broken by any new features / fixes.

The task will require:

• select which tests to port
• understand how can you test underlay access in the origin framework
• install kubernetes-nmstate in the cluster
• port the tests

The task will not require:

• CNV or VMs

Note: we know we want to have the tests which are trying to be introduced by SDN-5471
