we want to know at the PR level if github-pages will break instead of noticing after
a PR is merged. This story is about creating some basic CI that will run on PRs
to inform us that deply-pages works or not.

recently a plugin name changed and broke our deploy-pages job. We may notice
it at some point, but we have no way of knowing if our fix will actually work or not.
