As an admin, I want to be able to change the configuration of my already used localnet NetworkAttachmentDefinition.

When I make a change, I expect it to be reflected on the newly attached Pods, just like it happens today with bridge CNI.

Attributes that can change: VLAN ID, MTU. Maybe a few more, after a review of what customers use.
