MetalLB Operator: work in "openshift mode"

      On Openshift clusters, CNO will expose a flag to deploy FRR-K8s.

      MetalLB allows to interact with an FRR-K8s instance running on a different namespace.

      The MetalLB operator must:

      • detect that is running on openshift
      • trigger CNO to deploy FRR-K8s
      • instruct MetalLB to run in "external frr-k8s mode"
      • not deploy frr-k8s itself

      Consideration should be made for upgrade paths where MetalLB might already be deployed and functioning on a cluster and its FFR backend needs to be replaced with FFR-K8S deployed by CNO upon upgrade..
