We always set up logging-related field for acl, even when the logging is disabled. When the logging is enabled, we just flip one field and everything works.

Adding unused fields have some (probably minor) impact on the db size, and db interactions (marshall/unmarshall/etc). Consider un-setting unused fields by default.
