We are introducing IPV6 Control Plane CI lanes upstream via: https://github.com/ovn-org/ovn-kubernetes/pull/4106

Most of the egress features are failing for some reason or the other, see the above link to the issues. So these are skipped at the moment and we need to re-enable them in our CI. This epic tracks the work around that.

We are also doing this for external gateway suite here: https://github.com/ovn-org/ovn-kubernetes/pull/4124 and we already opened an OVN bug we found: https://issues.redhat.com/browse/FDP-358 

Why is this important?

We missed bugs because of the lack of e2e testing for ipv6
