Whereabouts perf scale: Re-enable opt-in for the node slice controller.

      We made a compromise to automatically enable this for now in order to move forward with perf/scale testing as a short term item. While this shouldn't have a large impact on cluster performance in general (even  when installed without use), it should still be optional to use.
