find/automate a method for determining and tracking the lifespan of a PR

      We need some way to understand how long it's taking a PR to be posted, reviewed,
      labeled, tested and merged.

      We may need to introduce a new workflow/label to allow for WIP/DNM PRs
      so they do not misrepresent the lifespan calculation of normal development
      PRs.
