It seems this may have started somewhere around Jan 12th. here is the last passing
job on master from Jan 12.

the two test cases that are permafailing (according to the last handful of jobs
I've checked out) are:

[sig-network] Services should be able to switch session affinity for NodePort service [LinuxOnly] [Conformance] [Suite:openshift/conformance/parallel/minimal] [Suite:k8s]

[sig-network] Services should be able to update service type to NodePort listening on same port number but different protocols [Suite:openshift/conformance/parallel] [Suite:k8s]

It should be noted that we do not have a periodic job for e2e-network-migration for
4.12 or 4.13(master). The 4.11 job does not have this failure.

This is a required presubmit in some jobs, so marking this as CRITICAL priority for
the team.
