      As a user of OpsnShift I want to be able to tell if my underlying network is providing a solid foundation for my SDN.

      I also want to be sure that my SDN is performing correctly.

      We did a lot of this work previously, but we need to make sure that we can surface latency (and perhaps jitter) numbers.  For the big escalation that turned out to be due to an older iptables version, if we had seen that certain nodes were always bad, it would have focused attention in the right direction earlier.
