      As we move toward making OVN the default CNI for OpenShift, we need to make
      sure CI is operating at a similar level as has been openshift-sdn for past releases.

      • pass/fail results are similar or better for ovn compared to sdn
      • proper ovn jobs are used to block nightly and ci payloads
      • ovn jobs (required) exist in openshift/<project> repos as presubmits
      • openshift-sdn retains it's coverage when ovn becomes the default CNI
