Stage IIB image include bundle image from quay.io not registry.redhat.io

      IIB should reference images with registry.redhat.io cause the FBC is pushed to prod as it is.

            Once we have a production bundle we can change this manually. In the mean time I think we can add as many bundle refs as we want. E.g. we can add the stage release bundle reference for testing.
