Web UI is broken in COO 0.1.1

      * Previously, if you tried to access the Prometheus web user interface at `\http://<prometheus_url>:9090/graph`, the following error message would display: `Error opening React index.html: open web/ui/static/react/index.html: no such file or directory`.
      This release resolves the issue, and the Prometheus web user interface now displays correctly. (link:https://issues.redhat.com/browse/COO-34[*COO-34*])

      In order to reproduce this locally, you can just get a build from coo-prometheus and run it with podman.

      podman run --user 1000 --replace --name prometheus -d -p 127.0.0.1:9090:9090 registry-proxy.engineering.redhat.com/rh-osbs/prometheus-prometheus:cluster-observability-operator-0.1-rhel-8-containers-candidate-86598-20240325203722-x86_64

      Then, try accessing Prometheus web UI at http://127.0.0.1:9090

      I have cluster-observability-operator.0.1.1 installed  via a subscription to the "development" channel, and I've found that the UI is missing or broken.

      I get `Error opening React index.html: open web/ui/static/react/index.html: no such file or directory` when trying to access http://<prometheus>:9090/graph

      The query API works, `/api/v1/query?query=up` , but the interactive UI does not.

          There are no Sub-Tasks for this issue.
