Default of namespace of COO installation shouldn't be openshift-operators, it should following other redhat operators, such as operator 'Advanced Cluster Management for Kubernetes' has default ns 'open-cluster-management', operator 'Ansible Automation Platform' has default ns app. May COO can have a default ns cluster-observability.
