Logging UIPlugin is not in available state on OCP 4.13 cluster

      Logging UIPlugin is not in available state when installed on OCP 4.13.45 cluster.

      Steps to Reproduce:
      1. Deploy an OCP 4.13.45 cluster.

      2. Deploy cluster logging operator and Loki operator with v5.9.4.

      3. Create Lokistack and Cluster logging instance.

      4. Install Cluster Observability Operator v0.3.0 from the operator hub. Create monitoring stack and thanosquerier.

      5. Create Logging UIPlugin.

       

      Expected Result:

      The logging UIPlugin should be in available state and the logging pod should be created under openshift-operators namespace.

       

      Actual Result:

      The logging UIPlugin is not in available state and the logging pod is not created. The observability operator pod is showing below error.

      Additional Result:

      No such issue when OCP version is 4.13.0-0.nightly-2024-08-02-035310
