When the logging view plugin is deployed using COO, the korrel8r proxy for the console plugin is not created. This causes correlation links on logs and alerts to be absent.

How to reproduce:

1. Install COO 0.3.0 on OpenShift 4.16
2. Install the Troubleshooting panel plugin, this deploys korrel8r 
3. Install the logging view plugin
4. Navigate into logs and notice there is no correlation column, this should be present if korrel8r is found in the cluster
5. Navigate to an alert detail, notice the "see related logs" button is not present
