The metrics page opens in an empty state, with an "insert example query" button.

The troubleshooting panel (correctly) opens empty beside it.

If user presses the "insert query example" the panel is not updated to reflect the URL change, and subsequent changes from within the metric screen (e.g. editing the query) are also not noticed.

Opening a metric URL by any other means (e.g. cut/paste URL, navigate via troubleshooting links) works correctly, so the problem seems to be in picking up the internal change on the metric screen.
