If the browser window is vertically shortened, the troubleshooting panel separates into two columns - the title in one and the rest of the panel in the other.

Also the main pane can be pushed off the browser window, and there is no scrollbar to see it.

The title should stay with the panel at all times, and if the panel is too big for the window, it should be possible to scroll to see it all.
