Context

We need to merge the customizable dashboard feature into main and backport it to the coo variants

Outcome

• release-coo-0.4 includes customizable dashboards feature

Plan

• cherry pick the commit to release-coo-0.4 branch (5+ points)
  • cherry pick is unlikely to be possible due to commits before this feature, likely need to copy commit files as well as other changes that have diverged between PF-5 and PF-6
  • rewrite all PF-6 components in PF-5
  • re-style all perses components to PF-5
