When installing COO via OperatoHub there's a check box to enable cluster monitoring on the particular namespace. 

It would be good to have this checkbox selected by default - especially for feature like incident detection (when the scraped metrics are required in the in-cluster Prometheus for Incident detection UI to work properly)
