It is better to redesign the Logging toolbar to follow the rule below

1. The tenantToggle dropbox should be active always.
2. When Tenant is application, the AttributeOptions shouldn't not show namespaces,pods and containers from infrastructure.
3. When Tenant is infrastructure, the AttributeOptions shouldn't not show namespaces,pods and containers from application type.
4. When Tenant is audit, only content is active in the AttributeFilters.

For 1), when LogsQueryInput is empty, tenantToggle is disabled. we should make it active.
For 2,3), namespaces can be show per Tenant, the pod/container are not. we should fix it.
