[COO1.3.1] - Tracing UI - Install Tempo operator button throws 404 Page Not Found

      It is also reproducible in COO1.3.0 released version

      Steps:

      1. Install COO 1.3.0 or 1.3.1
      2. Install Distributed Tracing UIPlugin
      3. Do not install Tempo operator
      4. Go To Observe > Traces
      5. Click on Install Tempo operator

      Result: 404 Page not found

       

       

      Expected Result: It should open a page similar to this
