correlation panel content is disappearing

      I am experimening on OCP 4.20 and COO 1.3.0. The troubleshooting panel is installed and I am seeing behavior as in content-of-troubleshooting-panel-disappears.mp4and content-of-troubleshooting-panel-disappears-2.mp4

      I am not sure if it's related, but there are also 404 errors in the browser console related to the https://github.com/openshift/troubleshooting-panel-console-plugin/blob/main/web/src/hooks/usePluginAvailable.ts#L9 and the fact that there's no "
      logging-view-plugin" and "netobserv-plugin" plugins in the cluster.
