      When tenant is application, the valid namespaces are non-infrastructure namepsace.
      when tenant is infrastructure, the valid namespaces are infrastructure(default, openshift, openshift-, kube-) namespaces.
      when tenant i audit, the AttributeFilters should be disabled.
