Description of the issue: 

When a UIPlugin CR is created for distributed tracing console plugin using a image built off release-0.3 branch on OCP 4.12, the Traces page is not shown. 

Steps to reproduce the issue:

• Build the plugin image from release-0.3 branch.
• Install COO, Tempo and OTEL operators on OCP 4.12.
• Patch the image in the COO CSV.
• Create plugin CR.
• Wait for and refresh OCP web console after the console plugin alert. 
• Check that the Traces page is not shown under Observe.
