Troubleshooting panel/korrel8r not working with alerts on OCP 4.19

      The OCP 4.19 console made some changes to the way URLs for alerts are formatted, in particular some URLs now contain only the console-internal numeric ID and no alert name. This prevents korrel8r from handling those URLs correctly.
