Background

Observability UI plugins rely on the cluster version to toggle features or use different images for added functionalities. When upgrading, this version changes. Plugins need to be reconciled so customers get the features they expect for the upgraded version

Outcomes

• When a cluster having COO is updated, the enabled plugins are reconciled. Their images and features are updated based on the cluster version.
