      Add root-level AGENTS.md and CLAUDE.md to enable universal AI coding agent support in openshift/console

      Description:
      Create standardized, machine-readable guidance files in the root directory to dramatically improve the effectiveness, consistency, and safety of AI coding agents (Claude Code, GitHub Copilot, Cursor, Gemini Code Assist, CodeRabbit, etc.) when contributing to the OpenShift Console codebase.
