@openshift-console/plugin-shared is a weird package that just exports a few random components. The last update was in 2023 and hasn't gotten much love. 

AC:

• Removal of @openshift-console/plugin-shared is evaluated for whether components/utils should be moved to @console/shared or @openshift-console/dynamic-plugin-sdk
• Removal of @openshift-console/plugin-shared package is documented and announced in the changelog for 4.22
