As a user, I want to be able to visit the Software Catalog with "All Projects" selected from the Project dropdown. I should not be redirected to a Project selection screen or automatically have a namespace selected for me. When I visit the Software Catalog with "All Projects" selected, my Project selection should remain intact, the catalog should show available offerings, and I should be able to defer selection of a project until I actually initiate installation of an item.

• a project selection screen should not be rendered
• the All Projects selection should be retained
• the catalog should render the same offerings as when a project is selected
• project selection should be deferred until installation steps
