Expose getPropertyDescription function from frontend/public/module/k8s/swagger.ts

Dynamic plugins may need to use this function to generate popover help content for standard K8s properties.

Existing use case in networking-console-plugin - DetailsItem component using a local copy of getPropertyDescription function that appears to be taken from Console codebase.

This should also allow us to remove swagger definition handling code in networking-console-plugin.
