Rename Dynamic Plugins to Console Plugins

      Within console and docs, we use the label "Dynamic Plugins" to refer to plugins for the console.  We should consider using the label "Console Plugins" instead to as to avoid confusion.  See discussion starting with https://github.com/openshift/console/pull/14521#issuecomment-2492307923.
