Deprecate react-helmet dependency

      Deprecate the react-helmet package since it is no longer supported.

      AC:

      • document that react/helmet is deprecated 
      • remove the react-helmet dependency from the console
      • remove react-helmet from shared modules (also created a bug for this may not need to complete)
