Goal
Have the ability to move from SC with replica 3 to replica 2/1. Also have the ability for managed service to clone PVs from slow to fast SC

Problem
Currently, the we don’t allow customers to reduce the amount of replicas for existing PVs.

Why is this important?
Customers sometimes enforced to reduce storage footprint urgently and that can help. In addition, we want to enable customers to move to a single replica when they use applications that manage their own HA or underlying storage providing resiliency (ODF on Ceph is just an example).
