Due to numerous changes, that have been done in console-operator lately, it would be good time to refactor it.

AC:

• Move controller's statusHandlers into the controller's struct
• Replace client calls with listers, that provide cached response
• Check for unused conditions
• Refine logging
• Make code more DRY
  • operator's management state determination in each of the controllers
  • Make condition prefixs into constants
