As a developer I need an unit test to verify pf 4 plugins still operate when we upgrade to pf5. Initially this test can be done by making sure the monitoring plugin (v4 plugin) is running and tests are passing, but the monitoring team will most likely upgrade to v5 pf. So we will need a plugin to verify v4 plugins run on console running v5.

Acceptance criteria:

• create a pf4 basic plugin
• compare visual contribution using pf
• run e2e test to verify the plugin runs on console running v5
