We have existing page-specific links to documentation that require each documentation source per product to have the same content since only the `documentationBaseURL` is currently configurable.  This is problematic for products like ROSA and OSD as their documentation does not cover ever topic listed (there are missing pages resulting in broken links).  

https://issues.redhat.com/browse/OCPBUGS-19714 documents one specific link for ROSA, but it was discovered that it affects all links for ROSA.  It was decided that the short-term fix for the bug is to remove all page-specific links for ROSA and OSD until a configurable solution could be created, which is the intent of this story.

One possible solution is to use a ConfigMap.
