Remove or migrate Protractor tests to Cypress

• migrate current protractor tests to cypress
  • cluster-settings (check for test parity)
  • environment
  • oauth
  • alertmanager
  • monitoring
  • secret (add missing cases - eg. add secret to workloads)

• remove protractor tests
  • base
  • login
  • packages/console-demo-plugin/integration-tests
• remove other Protractor tests from static packages as necessary
