Add Cypress command to update resources via CLI

In the Cypress integration test package, test steps should be able to use a Cypress command to update k8s/OpenShift resources via the CLI.

AC:

• Implement a Cypress command that updates a resource, ensures successful execution of the underlying CLI command, and asserts the resource was updated on the cluster after completion.
• Update test steps to use the CLI instead of the UI when updating resources, with the exception of steps that are specifically designed to test that UI flow.
