Consider switching Cypress from Chrome to Electron

    Description

      We're currently using Chrome as the launch browser with Cypress. This requires we install Chrome as part of our CI build process, and Electron is already bundled with Cypress. Making this change will result in faster builds and faster test runs, saving valuable time and money when testing PRs. Additionally, it will mean the browser version is consistent across test runs (whether run locally or in CI). The downside is the Electron version is tied to the Cypress version, so we will need to do a better job of keeping Cypress updated.
