Spike: create recommendations for idp config for multi cluster

We need to create recommendations for idp config including open ldap and or keycloak in documentation. The infra team should investigate which are the best options for idp when using multi cluster such that switching from one cluster to another doesn't always prompt for a login. Keycloak is one example. 

AC: Results should be posted in this user story, for the user recommendations for idp config. We may want to include keycloak recommendations/setup in here as well. Then we can hand this off to documentation who can document the process for the users of multi cluster to provide the best auth experience .
