Description

As a developer I will create a cypress test Delete a Spoke Cluster from HUB. This test will be added to the e2e multi cluster test suites to help the team not regress when adding code to console.

Acceptance critera:

Add a passing cypres test Delete a Spoke Cluster from HUB
add it to the multi cluster test suite
