As a developer I will create a cypress test that Enables sso on the hub cluster. This test will be added to the e2e multi cluster test suites to help the team not regress when adding code to console.

• Install RHSSO operator (Keycloak)

• Add a passing cypres test to enable sso on the hub
• add it to the multi cluster test suite
